biography
Dr. Mohammed Rehan Malik is a policy advisor, strategist, and academic with experience spanning nearly 25 years across higher education, policy advisory, strategy consulting, and policy research in the U.S., Middle East, and South Asia.
His academic experience spans public policy innovation, institutional reform, public sector governance, energy and climate strategy, and environmental economics. He has held academic leadership roles including Founding Associate Dean for Industry Linkages at the Karachi School for Business and Leadership where he built and led a USD 350,000 p.a. executive education practice in design, entrepreneurship, strategy, and leadership advising clients including Engro, K-Electric, Toyota Motors Pakistan, UEP, ICI, and Novartis. As Founding Head, Policy and Strategy Advisory Unit at the IBA, Karachi he established and led the university’s advisory practice. Since 2013, Dr. Malik has pioneered developing and delivering undergraduate and graduate courses in policy analysis and water and environmental economics in Pakistan.
Dr. Malik has served as a leader in Deloitte Consulting USA’s Public Sector, and Energy Practices. As a national leader in the energy and climate change practice, he led portfolio development pursuits of @USD20 million in climate change, clean energy, & energy system transformations. In 2007, he created and led the State Alternative Energy Offering where he advised state and local governments, universities, and non-profits. He served as a leader in the State of MN advisory team and subsequently in USAID federal policy advisory team in Washington DC. He led a program management portfolio of USD2 million p.a. and a business development portfolio of USD3.5 million p.a. He designed and led Destination 2025, a USD 1 million project shaping Minnesota’s renewable energy and biosciences sectors.
As a Doctoral Fellow at RAND Corporation, he worked on interdisciplinary policy analysis and research projects in education reform, renewable energy development, epidemiology, and public sector reform. His research has been published in peer-reviewed publications such as Addiction and RAND policy analysis reports. He has authored Deloitte’s Destination 2025 strategy series on energy and agriculture futures, industrial development strategy, and policy and higher education programming investments. Dr. Malik has presented at leading global academic conferences including the Association for Public Policy Analysis and Management, International Public Policy Association, American Political Science Association, and American Education Research Association.
