Project Title

Communion: A Case Study of Hyderi

Description

The Dawoodi Bohra community is a religious minority in Pakistan, out of which, 13,000 live within Hyderi, a neighborhood in the North Nazimabad Town of Karachi, home to over 16 million people from various ethnicities, tribes, and religions. Waves of migration to the city have resulted in the emergence of identity-based politics along ethno-religious lines, as political parties, militant sectarian groups, gangs, and more struggle for control over Karachi’s land, resources, and representation. From institutional fragmentation emerged gaps in governance and service delivery that were inevitably filled by informal service providers, such as the Bohra community. This paper investigates the communal governance system that emerged from the Bohra community in Hyderi as a response to the epidemic of violence in the city, in the absence of state interventions
